On May 18, 2007 Dong Nai People's Committee issued Official Letter No. 3589/UBND-CNN on assigning Song Da 11 Joint Stock Company to set up investment procedures for Vinh Thanh - Phu Thanh residential area in Nhon Trach, Dong Nai province.

Nhon Trach is a locality under Dong Nai Province, approved by the Prime Minister as an industrial and eco-tourism city since 2006. It is the gateway to the city. Ho Chi Minh City has bridges to District 2, District 9, Nha Be District and is about 50km from Vung Tau City, about 15km from Long Thanh Airport.
